I came into possessionof this 6page bIa Internal memorandum. I tconcerns the criteria for determining enrollment in the tribal community at Shakopee. of importance is that it mentions the two so-called Mdewakanton Enrollments of 1886 and 1889. particularly it says that the so-called 1886 sent by McLeod to the bIA in 1886 was sent undated. thereliability of this form was questioned,in view of Mcleod's shady ladn dealings. but it was still accepted as a criterion. other criteria arementioned in this memo.
It puzzles me as to why if there was no 1885 enrollment, why there is, in the Records Group 75, a copy of the 1885 Annuity roll for the Mdewakantons, and the title page for this and the accompanying Enrollment on the microfim from NARA says they are for 1885-not 1886.
do you think this should have been brought to the attention of the Judge in the Wolfchild Case? Please express your views onthis.
